Head of Construction (Taiwan)

My client is a global leader in the design, engineering, and construction of high-tech facilities. They have a presence in Taiwan and and have several live projects hence seeking a Head of Construction to spearhead operations from cradle to grave.
  
  • Co-ordinates all project activities.
  • Ensures that corporate policies, processes and procedures and adhered to.
  • Proactively resolves performance, scope, schedule and cost issues with the customer.
  • Ensures that the right systems are in place so that the staff are competent, committed and fully utilised.
  • Ensures all statutory requirements are met.
  • Co-ordinates bids and feasibility study activities.
  • Monitors overall performance and continuously analyses performance to detect and avoid problems and to seize improvement opportunities.
  • Monitors and maintains a balanced approach to contractor rates and liaises with client on this issue
  • Provides regular reports to Senior Management on Project Performance and highlights only problem areas.
  • Presents monthly reports to client and presents progress reports to Clients Board
  • Actively maintains and builds customer relationships.
  • Liaises regularly with the customer and Joint Venture partner to ensure all parties are kept up-to-date throughout all stages of the project.
  • Manages all cost and schedule aspects of the project and ensure prompt identification and resolution of change orders for cost and schedule with the client.
  • Liaises with commercial teams to ensure competitive bids are received that match technical and commercial requirements
  • Deals with development of contract terms and conditions
  • Provide visible HSE leadership.
  • Ensure HSE training needs and skills for Project Team are identified.
  • Conduct formal/informal site visits, inspections and risk assessments.
  • Regularly monitor and review HSE issues and performance of project and implement corrective action.
  • Assure accountability of project line managers and supervisors.
  • Ensure the Project Team are provided with and have a clear understanding of the associated Standard Operating Procedures
  • Ensure that an integrated team culture exists and that the project team / taskforce personnel fully understand the scope and execution strategy
  • As owner of the Project Risk Register, conduct monthly reviews with the project team
  • Monitor and Document risk and opportunities, communicating actions and results to others.
  
Requirements:
  • Degree in Engineering or equivalent
  • 20 years project and construction management experience across Asia
  • Experience in high tech, mission critical projects essential
  • Ability to navigate complex negotiations and coordination with key stakeholders and clients
